Pursuit of Water Protection: Clean Water Access for Communities in the San Joaquin Valley
The Clean Water Project, which spanned our legal, training, and grantmaking programs, focused on bringing communities together to advocate for and gain access to potable water and on funding impact cases that address clean water issues faced by residents of unincorporated communities in the San Joaquin Valley in California. Although we have distributed all the Clean Water Project funds, the Impact Fund remains committed to funding environmental justice cases through our Just Earth program. We will continue to fund cases working to ensure that people’s right to clean water is protected.

“While we are a small funder, we are in complete solidarity with the movement to end the killing of unarmed Black men by police, as well as all other police brutality. That the list of names of men who have been so killed is so long that it would take up more than a whole page is a commentary on how police have been protected from accountability, at least until now. They have been protected by police unions who block the imposition of discipline. They have been protected by politicians who want to be seen as ‘tough on crime’ and pass laws that make it next to impossible for the public to find out which officers are engaging in brutality against people. And they are protected by the courts that make up rules like ‘qualified immunity’ that let police off the hook when brought to court. We recognize that the police function as part of the system that has been called the criminal justice system, they are but one part. That whole system is what gave us mass incarceration. And the whole system now must come down.”
Impact Fund Launches Clean Water Project: Environmental Justice in the San Joaquin Valley
In East Porterville, Tomas Garcia and his family haul water to their home to use for showers, toilets, and dishes. Only bottled water is safe to drink. The stress of the situation strained Mr. Garcia’s high blood pressure and diabetes; others in his community had suicidal thoughts. In Seville, Rebecca Quintana and her family relied on costly bottled water to replace the tap water contaminated by a high level of nitrates until a new well could be installed. The lack of access to clean water takes its daily toll on communities like East Porterville and Seville across the San Joaquin Valley.
Fighting For Environmental Justice In The Flint of California
Matheny Tract residents first received notice in 2006 that their drinking water, provided to them by Pratt Mutual Water Company, was contaminated with an excessive amount of arsenic. Pratt Mutual’s distribution system was deteriorating, and residents were clearly paying the price. Matheny Tract is a small, unincorporated community made up of 1,200 residents. The majority of the population is Latino, and almost a third of the residents live below the federal poverty line. Since the community is unincorporated, residents can’t vote in city elections and don’t have access to municipal services.
